While Washington shifts the deck chairs, Wall Street’s Titanics — UBS, Lehman Brothers and others — continue to sink.

In a great show of “taking action” in the thick of the storm, Treasury Secretary Paulson has just offered up a sweeping overhaul of securities and banking regulation:
- a merger of the SEC and CFTC,
- the dissolution of the body that regulates savings and loans,
- the end of state-based insurance regulation, and
- even SWAT teams at the Fed to swoop down on failing Wall Street firms.
Congress will debate the proposals for months. Presidential candidates will tear them apart. But nearly everyone guarantees that no new legislation of significance will pass until after a new president is sworn in next year.
Meanwhile …
- UBS, one of the world’s banks with a massive presence on Wall Street, has just disclosed $19 billion in new losses on U.S. real estate and related credit positions, bringing its total writedowns for the past nine months to a shocking $40 billion — the largest reported by any bank so far.
- Lehman Brothers, which just a few days ago swore it was flush with capital, now says it’s scrambling to raise $3 billion.
- And just when the pundits were telling you “the crisis is confined to Wall Street investment banks,” Freemont in California is teetering on the brink of failure, the first major casualty among FDIC-insured banks.
This crisis is obviously not over. Regulatory overhauls, no matter how sweeping, will clearly be far too late for the current crisis. And as usual, Washington is fighting the last war, tacitly admitting that the current war cannot be won with reforms, whether right or wrong, good or bad.
Their only available weapon: Additional hundreds of billions in pure, unadulterated paper money injected into economy, pushing the dollar into a tailspin, sending gold sharply higher and driving investors into a panicky flight for safety.
